Why Can't I Reshuffle All of My Free Capacity?

You do not enter a capacity amount: you enter a whole-euro Reshuffle Monthly Fee, and PRISMA converts that fee into capacity on each side and rounds down to whole kWh/h.

Because of that rounding, the resulting capacity normally lands just below your free capacity rather than exactly on it.
